1Make a cone.

Start out with a large sheet of black construction paper (e.g. 24" x 36"). Create a large cone following this basic cone hat instructions. Make sure that the base of the cone fits comfortably around your head, with a bit of extra room for adding a brim.

In order to fit both the cone and brim in a sheet of 24" x 36" construction paper, draw the semi-circle when making your cone as close to the sheet's edges as possible. This should leave enough construction paper to create the brim later.

2Cut fringes at the base.

Cut short fringes of equal length approximately 1 inch apart along the entire base of the cone.

3Fold out the fringes.

Fold out the fringes.

4Measure the diameter.

Measure the inside diameter of your cone. Mine is around 8 inches.

5Mark out the diameter.

Mark out the measured diameter at the center of the remainder of your black construction paper. Mark the midpoint as well.

6Draw a circle.

With a compass anchored at the midpoint, draw a circle following the end points of the diameter.

7Draw a bigger circle.

With the compass still anchored at the midpoint, draw a bigger circle to define the brim.

8Cut out the circles.

Cut out the big circle as well as the inner circle to come up with the brim.

9Try the brim's fit on the cone.

Test the brim's fit on your cone. The brim should fit perfectly and lay flat against the cone's bottom fringes. You can widen the hole on the brim, if necessary.

10Apply glue around the brim's hole.

Remove the brim and apply glue around the hole.

11Glue the brim.

Insert the brim from the top of the cone. Press on the edges around the brim's hole to glue the fringes in place.
